Jeron Rogers brings over 40 years of public and private sector management and consulting experience in Civil Engineering, Construction, Public Works, Solid Waste, Strategic Planning, and Project Management for municipalities, counties/parishes, and professional engineering firms. Jeron has worked internationally, as well as nationally. Within the State of Louisiana, and Shreveport/Caddo Parish, he developed strong professional relationships, earned the respect and trust of officials, clients, and contractors, and gained valuable expertise in construction techniques and procedures. As Senior Project Manager in Abu Dhabi, he was responsible for overseeing major aspects of the master planning New Taif City, “The Gateway to Mecca,” and a critical path between Riyadh and Jeddah. Jeron's management of the project was critical to the city’s ability to take advantage of market opportunities that would be created by its new found accessibility.

Elvert U. Chisley, M.Sc, PE

Mr. Chisley is a licensed Professional Engineer who has over thirty (30) years of civil, structural and construction engineering experience. He has worked on numerous projects from fence erection to the design and analysis of major structural support systems mostly in the heavy Industrial Plant and transportation arenas. Through his work with California (Caltrans) and Louisiana DOTDs, Mr. Chisley became involved and worked in various capacities helping to provide the safe, dependable and forever improving multimodal transportation and infrastructural system that is available to and/or utilized by all for its safety and efficiency in mobilization. In addition, Mr. Chisley has worked aboard where he was responsible for managing residential housing enhancements with modifications that adhered to strict policy along with design standards all while implementing pertinent code requirements into a complete turn-key re-modeling package for local residents. Mr. Chisley received his B.Sc. degree from Southern University in Baton Rouge, La., his M.Sc. degree from Michigan State University in East Lansing, MI. and he was accepted by the Ph.D. program at Louisiana State University in Baton Rouge, La.

Luay Aljamal brings more than 30 years of experience in civil and rail transportation management and design, including mega-rail (freight and light rail) and transit projects. He was instrumental in winning one the largest rail projects in history (Riyadh Metro -$22 Billion). As program director and effective stakeholder at BART-KKCS projects including but not limited to Homeland security projects specialty security marine and surface barries. The project involves finite element analyses and advanced simulations as well as design and coordination of full-scale testing to ensure the product meets BART design criteria, and BART Future rail vehicle selections project He was a key team member overseeing the successful completion of the Tri-Met design/build Portland Westside light rail project ($1.0 Billion), senior project manager for Tri-Met design/build Hillsboro LRT extension ($870 million) and project engineer for analysis, design, and cost estimation for the Portland/Vancouver south/north light rail extension ($3.3 billion). As a senior project manager, he successfully managed and was actively involved with client/stakeholders communications, consensus building, project management plans, design basis memorandums, rail station/transit planning/design, maintenance and operations, final environmental impact statement, and QA/QC. He also oversaw preparation of final design plans (civil, structural, architectural, right-of-way, track, signal, electrification/communication, mechanical, landscape, and overhead catenary system), specifications, and cost estimates. He was responsible for the delivery of the final completed product to the clients. Mr. Aljamal is a Certified Professional engineer in several states).

Austin Pan, Ph.D., PE
Technical Director
Dr. Austin Pan has over 40 years of experience in civil engineering design, construction engineering, quality manaagement and program management. He has previously held positions in international engineering and construction firms, as well as university research and government service. Dr. Pan was the construction engineer for the Shenzhen-Western Corridor cable-stayed bridge that spans between Hong Kong and mainland China. Dr. Pan received his Ph.D. and M.Sc. degrees from the University of California at Berkeley and his B.Sc. degree from the University of Texas at Austin.

Dr. Austin Pan has over 40 years of experience in civil engineering design, construction engineering, quality manaagement and program management. He has previously held positions in international engineering and construction firms, as well as university research and government service. Fred Holliday
Principal Associate -- Project and Construction Management
Fred Holliday has over 30 years of experience in project and construction management, estimating, real estate development, and building construction. He is well versed in various project delivery methods and is experienced in select specialty trades such as structural concrete, masonry, waterproofing, coatings, and civil site construction. Some of his projects include Hangar 10 at the Louis Armstrong New Orleans International Airport, and Marriott Hotel Restorations in Louisiana and Texas. Mr. Holliday obtained his B.S. in Industrial Technology from Southeastern Louisiana University. He holds several construction licenses, and is certified in construction law and risk management.

Kerry Williams has over 30 years of DOT/transportation experience, primarily in quality control inspections of bridge and road construction. He holds certifications in Portland Cement Concrete Structures; Portland Cement Concrete Pavements; Base Course, Excavation and Embankment of Soils, Asphaltic Concrete Pavements and Courses completed in Asphaltic Concrete Plant Production. Kerry Williams was also formerly a district training specialist and ITS supervisor.
